Electric vehicle pavement charging

Dear BCC I want to take advantage of the price drop in small environmentally friendly electric vehicles. It looks as if the easiest home charging for me would be via a pavement gully to the unrestricted street outside. I know the council are considering a pilot scheme, but would you allow - until then- a lead across the quiet residential pavement with a commercial protective cover over it?
