Wheelie Bins Left out on Street

This block of flats leaves wheelie bins lying out on the street.
These are often overflowing which attracts vermin and birds.
There is also bulk waste left next to the bins which obstruct the pavement.
The owners need to be told to keep the bins on their property and not the public pavement
