How safe would you feel using this public underpass approach (from park to library)?
Other than graffiti removal, it has been neglected for at least a decade, probably much, much longer.
Those lights are - allegedly - now going to get replaced.
Which just leaves a complete clean up and repaint of those hideous walls (rust, flaking paint, slime etc).
