Parking on double yellow lines & blocking the pavement

I live in The Avenue, Cliftonville & every Sat & Sun cars are parked on double yellow lines whilst their owners attend the Elizabeth University on the corner of Cliftonville Rd. This morning as usual cars are parked on double yellow lines at the junction with Berkeley Close, but the worst offenders is on double yellow & blocking the pavement. This illegal parking goes on every weekend mornings here. Sometimes a traffic warden appears & tickets a couple of cars but nothing is done on a regular basis to stop it. It's a blatant flouting of the law & to see this vehicle blocking the pavement too is awful. There is no one to ring to report it. When is something going to be done about it? People in The Avenue & Berkeley Close are frustrated & fed up with this situation, to make matters worse a car park sits virtually empty next to the college. Fiona Hanson, The Avenue, Cliftonville
