Dangerously parked vehicle in parking layby

Just north of Pebble Way on Stoney Lane Shoreham by sea in a parking lay-by is a white van with a rear step and tow bar hanging out in the road. If a cyclist hits it at night or a vehicle a serious accident will occur. The road is made particularly narrow as a vehicle parks opposite legally. The van has now got a puncture but it is so dangerous the way it hangs out and is also on a bus route.
