Bollard shell is damaged/vandalised (Non illuminating bollard or post) problem

Could something be done about the delivery drivers that park outside the takeaways on London road - blocking the cycle lane. They also randomly open doors without looking whilst in the cycle lane, I've nearly crashed into them opening a door on several occasions. Although barriers we're put up to segregate the cycle lane here, the delivery drivers simply drive partially on the pavement down the cycle lane. Perhaps something like a bollard on the edge of the pavement where the existing barriers start and end would prevent the delivery drivers getting onto it.
