As pictured my house gutter pipes are linked to drainage on public road. However I do not own the public footpath. I would like Northampton Borough council to redesign or remove and seal this drainage without the need for constant maintenance to remove dirt. I cannot do the work myself to change this as I don't own the public footpath. This blockage constantly floods my cellar.
