Overgrown garden blocking pavement

The trees and shrubs from the front and back garden at number 2 Harford Close are spilling over the fences so much into the public footpath making it difficult to walk along safely. My elderly father had a near miss yesterday when he had to duck to avoid it all hitting him in the face and he lost his balance. Luckily I was with him that time to prevent him from falling and being injured. It has been over grown for a few months and wasn't much of a problem until now as it's hanging lower and causing great obstruction.
