These bins are persistently left out. Photo taken on Saturday morning (collection was Thursday) however they are always there, blocking the pavement. It makes it difficult to pass with a pram or wheelchair - a double pram would not be able to pass. Additionally in strong winds the bins could fall over and present a hazard on the road. This has been going on for months and it seems the residents just leave the bins there permanently.
