Huge hole in bin always leaking rubbish everywhere

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7899324.

This person's bin has a huge hole in it so there's constant rubbish all over the street. Foxes go crazy for the bin bags too and it's just generally disgusting all the time. Children walk to school past it everyday and it's depressing. I only recently noticed the broken bin but the rubbish has been an issue for months so the owner is obviously oblivious or doesn't care.
