Lights far too bright

The street lights on Kelsey Park Avenue are extremely bright. I live in the top floor of Fairleas, 11 Court Downs Road. Looking south towards Kelsey Park Avenue the view is dominated by the extremely bright street lights. See attached photos. Appreciate if the brightest can be turned down.
