Cones put out unnecessarily - dangerous of road users

The workers have reduced the roundabout to one lane closures for absolutely no reason. They are doing works at another roundabout on the A500 so it makes no sense to reduce all lanes to one on the roundabout, which is causing too much carnage at rush hour. The cones are very confusing to drivers and not clear on the roundabout, causing multiple near misses, and it is an absolute waste of time and effort for everyone, including the workers who put them out. Can someone inspect this as it just seems absolutely pointless and dangerous for road users. It is ONE part of the road further away from this roundabout reducing two lanes to ONE. What is the need to reduce the roundabout?
