Rubbish scattered next to billboards on West Derby Road

Loads of litter is scattered next to the billboards on West Derby Road once again. I have reported this issue several times but nothing seems to have been done about it. To help with the situation, I recommend that a bin is installed next to the bus stop in front of the billboards.
