Overgrown tree covering mine and my neighbours garden

This tree completely covers my garden all year long. In the summer all the leaves, bird poo etc covers my garden and car. It also blocks the sun 22 hours of the day. This tree has been a problem since I’ve moved in but it’s now affecting me and my family
