Parked multiple bin’s clues smells rats and flies

Hi Can anyone guide me with this awful situation? I have couple of houses behind my house . But almost all of the households leave their bins at the front of the street instead of their front . In this summer so many flies and bugs around the bins which are more than 10 bins . I can’t open the my living room windows and bedroom due to smell and flies . I started to have skin irritation. I spoke to them couple of times but they don’t care . They also do dumping stuff like prams and furniture. My daughter also have underlying health issues and she also very anxious about the flies and refuse to open the window

Situation is still the same sometimes very bad . 24 hours bin’s start here . Landlord of these properties saying the different excuses about the tenants not listening and the tenants told me landlord told them to park at this spot. Its smell so bad and I couldn’t open my Windows and doors during the summer due to bad smells and flyers and rats . I have an adult with disabilities and she also face so much anxiety and stress due to flyers. She refused all time during this summer to open her room windows due this terrible situation because she doesn’t like flyers in her room or living room.
