Cavity under road surface - possible early sinkhole

There is a large sudden dip in the tarmac (about 30cm across and 10cm deep) with a 10-15cm hole in the centre, and importantly there is a much larger cavity that I can see extending underneath the tarmac surface (it doesn't come across in the photos). It is just next to a water manhole cover and I am concerned it could be the beginnings of a sinkhole. It is not far from the previous sinkholes in this area.
