Unlawful signage?

By property on on A46 between St Mary’s Mead and Stamages Lane Hello - Please would this 30mph sign be a repeater speed sign and therefore prohibited on restricted roads- under schedule 2 of road traffic signs and regulations 2005 ? It just that I asked for the speed in the village to be 20 and the council came along and put this sign up next to my house. It’s huge and dominates my tiny garden (and view) I really don’t see it as necessary - can it be removed or put elsewhere. In any case, as soon as motorists see it they put their foot down and go really fast down towards Stroud which takes them down a hill on a bend next to the care home.
