Rattling Manhole Cover

Sent to Glasgow City Council less than a minute later. FixMyStreet ref: 7831722.

This manhole cover is rattling and it is very loud. Contacted Scottish Water and they were unsure whether it belongs to BT or some other utilities company. The cover has no info except a BSI kitemark. Any help identifying it would be much appreciated, thanks.
