Lack of lighting makes pavement/cycle path dangerous at night

There is insufficient lighting al this cyclepath pavement so it is pitch black at night. when cycling south visibility is even worse with oncoming vehicle headlights.
I cycle this path 4 days a week and it is very dangerous. It is not helped by the fact that most people don't have anything reflective on their clothes or bikes.
I have had one collision with another cyclist with no lights and completely black clothing. For the same reason I have had many, many, near misses with joggers and walkers to.
Is there any way to raise awareness to wearing some sort of hiviz or lights? I know in the past there have been spot checks in the city but what about where it is dark!
I regularly count 10 plus cyclist with no lights or reflectivity.

Thank you for your report. Our budget is consumed by the repair and operation of existing streetlights in the county. We do not have any budget to install new lighting.
