5am noisy collection

Good Morning,

Since October Hackney Council has been collecting bins on a tower hamlets road.

For the first time in 15 years it’s been before 8am. It is INCREDIBLY loud. This morning the collection was at 4:50am. This is appauling. This is not an industrial area. This is a residential street. Why Hackney Ccouncil collecting from here ? Why since Oct 24 has it been so early in the morning? Why is there multiple collections at this time THROUGHOUT the week. The recent change shows zero consideration for residence and complete lack of quality of care of which is your civic duty.

Please supply me with the exact name is the depart I should write to so that local Tower Hamlets residence can make a request for change.
