Anglia Water 4 way traffic control, no work being carried out

As always, Anglia Water are causing significant traffic congestion on Oxtord Road. 4 wat traffic lights snd not a work nan to be seen by 9.00 a.m. this morning. Anglia Water are notorious for being granted working permits wat longer than is needed it seems, so tgat theh can lean on their shovels and take their time over what is probably a small maintenance issue. Surely eith such traffic control in place, causing significant traffic build up Anglia teams should be working non stop from 8.00 a.m. until 5.00 p.m. to get the work done and the traffic control cleared?
