Cars obstructing view turn down the road at the top

Top of fern rise has cars and van parked right near the junction so when turning in you can not see if traffic is coming up hill which results in cars blocking top and main road keyham lane or the parked cars getting hit we have cars arguing in the street both refusing to move them driving on pavements it is becoming very dangerours
