Overgrown hedge makes it impossible for pedestrians to use footpath properly forcing people to go into the road

Overgrown hedge forces pedestrians onto road. GCC just cut the hedge.

Why should we pay for the hedge to be cut? The homeowners should be forced to cut the hedge, and face daily fines until it's sorted.
