Rubbish and wheelie bins being left on pavement outside of collection dates causing obstruction for members of the public who use wheelchairs and or have pushchairs and have to walk on the road to pass

All along Wallace road kingsley Northampton , residents of the flats are leaving rubbish, shopping trollies and wheelie bins on the pavement all year round, only one person can walk along the pavement at one time, pushchairs or wheelchair users have to walk on the road to pass , the street looks unkempt. This has been an ongoing issue since occupants moved into the flats along Wallace road
