Overgrown hedge/ base of tree growth

Outside no. 2/2a staple hill road the tree has growth sprouting out of the base narrowing the path considerably them problem is made worse by no 2 not maintaining the hedge which is around three foot over the path. This hedge was reported last year and nothing was done about. The gap between the tree and the hedge is ridiculously small impossible for two people to pass. The tree in no2 front garden also overhangs the pavement at head height again this was reported last year and nothing was done about it.
