Number 12 has made a concrete ramp on the side of the road

Sent to Norfolk County Council and South Norfolk District Council less than a minute later. FixMyStreet ref: 7793976.

They've made their own access over the curb by making a concrete ramp in the road. This has created and obstruction/obstacle along the side of the road, which I didn't think was allowed. It's not a dropped curb there, and I thought you had to apply for those? Also they've left a sheet of sand/rubble in the road, with no cones or barriers, just waiting for someone to drive over it.
