Human fouling

Human faeces in bushes along side the footpath in many spots between the main road bridge and Sophia garden along the river path below the main tarmac walking path. Lots of homeless people in tents here, countless piles of human waste and toilet roll along this area. Something needs to be done, the area is a complete mess

  • Hi , I am writing to formally escalate a long-standing and unresolved public health and safety concern regarding the area opposite our business premises at:

    Cardiff CF11 9AJ.

    Background

    Since late March 2025, I have raised multiple complaints with Cardiff Council about serious antisocial behaviour outside this location. The issues include:

    Public urination and defecation

    Broken glass and used syringes

    Alcohol misuse and illegal gatherings

    A disused structure being used for illicit activities

    Despite reaching out to several departments and elected councillors in both Canton and Riverside wards, the matter remains unaddressed.

    Timeline of Correspondence with Cardiff Council

    28 March 2025 – Ref: PTE-0069624

    Request to remove the disused structure. Acknowledged by Cardiff Council with a 20-working-day response timeframe.

    14 May 2025 – Kevin Morgan (Highways Department)

    Confirmed the issue was outside Highways’ remit. Referred case to Waste Management and Economic Development.

    15 May 2025 – Ref: PTE-0072627

    Submitted an escalation request due to health and safety concerns. Acknowledged with no clear outcome.

    7 May 2025 – Follow-up email

    Reported worsening conditions, including injury to an elderly person caused by broken glass. Requested immediate site inspection and structure removal.

    18 June 2025 – Ref: PTE-0074957

    Further escalation request and request for council contacts. Acknowledged.

    19 June 2025 – Kevin Morgan

    Advised escalation to the Public Services Ombudsman and provided Environment and Economic Development contacts.

    20 June 2025 – Ref: CC-0075183

    Formal complaint submitted. Acknowledged with a 20-working-day reply commitment.

    Main Issues Reported

    Continuous urination/defecation creating health hazards and strong odour

    Syringes and broken glass posing physical danger, especially to vulnerable pedestrians

    Ongoing fly-tipping and public alcohol use

    Disused structure acting as a magnet for illicit behaviour

    Injury incident involving an elderly person waiting at the bus stop

    Multiple complaints made, yet no practical resolution from the council

    Current Situation

    As of July 2025, the area remains in the same deteriorating condition. Despite the many complaints logged, I have only received standard acknowledgements and no effective resolution or visible action.
