Excessive garden overgrowth obstructing pavement access

The overgrowth from the garden extends several feet across the pavement and because cars are allowed to park on this area of pavement due to the narrowness of the road, the pavement is frequently completely impassable on foot, let alone for prams or wheelchair access.
