Sunken repair across entire highway

This has been here for many months - an original repair across a concrete road has sunk - previous contractor has made a poor job of fill.

Investigation: Completed (Defect Found), Defect Repair: Not Started - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that in accordance with the WNC Highways Inspection Manual, the defect meets the requirement for a Priority 4 repair. We will schedule a repair to be completed within 26 weeks. Our current average response time for a Priority 4 repair is 52 days.

Why reject the repair..? so it's going to remain as it is, the council should have checked the original repair by the original contractor at the time.
