Repeatedly Reported Broken and Rocking Service Covers Causing Extremely Loud Noise and Danger to Road Users
Reported via desktop in the Utlility covers category anonymously at 16:15, Monday 30 June 2025 using FixMyStreet Pro
Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7787086.
This is the fifth time this problem has been complained about. Previous reference numbers: 6063774, 6348260 and 6765050, and most recently 7600454.
Whilst works indeed taking place on this road, this has had no effect on this service cover i.e., fixing the service covers was not part of the works.
None of the previous complaints (references above) should have been closed.
I will be making a Freedom of Information request for all information relating to all the previously closed complaints, given no one has responded to the complaints, nor has any remedial work taken place.
This is now a complete fiasco. This has been complained about 3 times already. Each time The Council upload the same notices saying it will be fixed, then that it is being referred externally, then it is closed.
Bristol City Council has attempted another quick fix but this has yet again broken. The whole 3x service cover hatch drops when driven over and makes the clunking sound.
Below is the commentary from BCC, in which we were told the issue would be fixed, yet BCC then closed the issue saying it wasn't urgent and nothing would be done to fix the problem. 18th October 2024 - Ryan from BCC said, "work for BCC as a Streetworks Inspector and can assure you, on my end this hasn't been closed and still our priority - having been to site twice already to raise issue. As it's not our apparatus the necessary processes must be followed, naturally taking longer. Agreed - this has gone on for longer than necessary and understand all of your frustration but I will get a solution promptly. Will provide updates when I receive them.”
28th October 2024 - Ryan from BCC said, "Phoned Virgin Media and obtained a reference number for this issue: 85316649. One step closer to getting this sorted - hopefully tomorrow will get an update for scheduled works.”
6th November 2024 - Ryan from BCC said, "Called in to escalate: Outcome: Confirmation from Virgin Media that engineer to visit site, to make safe (or reduce noise) and to plan for remedial works. Ref: DM6-DIT-478050.”
20th November 2024 - Posted anonymously by BCC, "As this issue is not urgent we'll deal with this as part of a future planned work scheme in this area.”
The issue was then marked as closed, despite the issue having not been dealt with at all.
The issue was reopened under reference 6765050 in November 2024. The usual comments from BCC followed. Someone put more tarmac on as a temporary measure and this has now failed again.
Ryan evidently appreciated the situation and progressed a solution, yet the Council then said is was nothing to do with them and that they would incorporate it into future works. For the Council to say this is not urgent is to ignore everything we have been saying for over 8 months under reference 6063774 and 6348260, and to tell us we are not a priority, such that we should put up with the noise, is stultifying
Someone has in fact been to the site and has and placed a lump of tarmac on the utilities cover, which has done nothing to fix the problem or reduce the noise. Why has Ryan at BCC stopped this investigation? Why has no one followed up with Virgin Media using the reference numbers 85316649 and DM6-DIT-478050.
I have again attached 3 photos. There is a series of 3 utilities covers in a row and the middle one of the 3 is the problematic one. You can clearly see the pathetic attempt at something (who can say what?) related to this problem with the lump of tarmac on top the cover.
PLEASE FIX THIS ISSUE.

Please can you explain why there has been no update whatsoever on this? This was raised 30th June 2025 after being repeatedly raised over the last year. I can also see that this had previously been raised over many years and has consistently been ignored. The noise from cars driving over the service cover is getting worse. It is terrible! Please remember that there is a freedom of information request regarding all information on this so it will be very helpful to to get this fixed immediately.

This is NOT RESOLVED. This is a residential area and it is outrageous that BCC continues to ignore tax paying residents.. This has been complained about for over a year and still not fixed.
PLEASE FIX THIS SERVICE COVER.

Bristol City Council - the service covers are broken and you have not responded in any way to this problem. The service covers have been broken for over a year. They are outrageously loud when driven over.
PLEASE RESPOND AND FIX THE ISSUE.

The Council (or someone else) has put a small amount of tarmac over the service cover, which has already begun to come off. This was not a proper solution for this excessively long standing issue. This has failed already and needs attention. Dumping tarmac on top of a metal service cover is not the solution. PLEASE RECTIFY IMMEDIATELY.
