Why is it proving impossible for NRS mgt to crack down on this city-wide blight - proactively & reactively. Where's the plan?

This 'world class' city will never improve in appearance until you do (ditto graffiti, flyposting, flytipping, litter, choked drains & flooding - and that just for starters...)
