Illegal parking everyday

Every day this car parks here illegally. This has been reported multiple times and nothing is being done about it. I spoke to the owner of the car and he says he’s waiting for a parking permit and intends to park illegally until that permit arrives. This could take weeks, and in the meantime the pavement is blocked every day for prams and disable access. This is a road full of young families and pavement access is needed at all times. Parking enforcement officers allow five minutes for the owner of the car to move it and so every day the Scout car gets moved and the owner drives a couple of times around the block and returns when the enforcement officer is gone. Something needs to be done.
