Could we chain off a space that is used for dangerous and illegal parking please?

Dear Highways Dept. I am governor with responsibility for Health and Safety at St Ebbe's CE (aided) Primary School, Whitehouse Road, Oxford. OX1 4NA. Directly opposite our entrance gate is a Thames Water pumping station. The gate of this pumping station is set back from the road by approximately 5 metres. Ever morning and afternoon at drop off and pick up time, less careful parents pull off the road and into the space in front of this gate to drop off or collect their children. This is despite Thames Water's "No Parking" signs and our own attempts to inform parents with notices, verbally and in writing. The subsequent blind reversing, turning and maneuvering to and from this space creates a great deal of danger for children cycling, for pedestrians and other road users. I have approached Thames Water to ask if we could place a physical barrier (a chain between two low posts would be simplest) at the road edge to prevent this void being used for parking. Thames Water inform me that they are not, in principle, against this modification but they do say that the land itself is not theirs to give permission for. They say that it is the responsibility of Oxford County Council Highways Department and that I must ask you. So that is why I write to request this. Very many thanks Ben Haydon

  • Thank you for your enquiry. As it is illegal to obstruct the public highway we are unable to give permission to chain off any part of it.
