Overgrown vegetation encroaching on path

Sent to Bath and North East Somerset Council 1 month, 2 weeks, 2 days, 6 hours, 56 minutes later. FixMyStreet ref: 7776894.
Not sure if it is public or private land. A large tree may originate on the boarder of a property line (on the top corner property of upland drive Saltford) but the hedge appears to be outside the fence. It’s never been cut and continues to grow and grow taking up the pavement.
