Preston's Road closed by a building company. No advance notice. Illegal?

A construction company Telfords homes closed the entire road both directions for their planned building work for the whole weekend. I haven't seen any advance notice on the road. As a local resident I was given a letter Friday evening near 5.30 saying the road will be closed from 3am Saturday morning till 10pm Sunday evening. I called the council immediately as this is the only way we can go out. But as it's already pass the office hour, I was told by the council out of hour service they could not verify if the company had the permission and I had to call back on Monday. How useful! In fact the company has closed more parts of the road than what stated in the letter. The road closure has caused huge traffic around westferry and marshwall. A what usually half an hour journey took us more than an hour. And we had to entered the closed road to get home as no alternative. I highly doubt this closure is legal given no proper notice was given.

Given the persistent digging and traffic lighting of the Marsh Wall/Westferry Road area which is ongoing, getting on and off the Isle of Dogs is now absolute hell. I really don't know why LBTH can't get a grip on this nonsense.

I called TFL Friday evening but they had no idea about this road closure. Do the construction company or TH council have to inform TFL of the closure? I'd thought so as bus D6 & D7 would have to be diverted?
