Waste left behind for a long time.

There are a large number of recycling bags being left at the location. It was refuse collection day yesterday and the bags are still there. These bags do not likely meet the requirement for collection as this number has been growing weekly. Some of them have been there since last year! I appreciate that the policy is that they don’t meet requirements so they are not collected but the sheer volume of them now is not acceptable. The people who have placed them there do not appear to care as it is not in front of their house so at what point does it stop? These need to be collected as they are unsightly and unsanitary
