Tree rotten, overhanging

The tree overhangs my property, i contacted A1 tree services to have a look at it. They said they cannot touch it because it is on council land. They advised me to contact the council because the tree is rotten and when it falls it would land on my property causing damage. I have contacted the council and councillors but nothing has been done.
