Parked cars limiting access to private back road

There is a private (council owned) access road to the backs of about 10 houses off Coronation Road (Stony Stratford), which is often slightly blocked by cars making driving in and out very difficult and often dangerous. On driving out of the side road, parked cars either side (often large vans) means that visibility is restricted and cars driving down Coronation Road are unaware of vehicles trying to get out. It is possible to have a white line painted across the entrance to the side road and a little bit further to prevent such tight parking? Thank you.
