Signs obscuring visibility for right turn traffic; inexplicable road narrowing implemented

It is at the corner of Hyde Lane and Brockhampton Lane, near to the entrance to GE aviation. The signs are right on the junction. This coincides with the narrowing of the road with cones, for a reason which is not at all obvious as no work is taking place, aside from the extensive works in all the surrounding roads. The latest signs make it impossible to see out to the left when turning right out of Brockhampton Lane, where I live. This has already become more difficult as Hyde Lane is loaded with extra traffic given the closure of the A435. It is not safe to pull out to the right.
