Vehicle continually blocking footpath

This vehicle continues to park across a footpath blocking access for both disabled people and people with pushchairs. Polite notices have been left previously but vehicle continues to use it as their own personal parking space. Halton Council claim it is a police issue, Cheshire Police claim it is a council issue. Nobody is willing to take responsibility.
