DIY Road Repairs Along 1 Mile Stretch?

Sent to West Sussex County Council less than a minute later. FixMyStreet ref: 7734216.

From the junction of Fernhurst Road / Lambourne Lane up past Home Farm, Dog Kennel Cottage and on to Hollycombe House 'persons unknown' have spread tarmac for whole patches along both sides of the verges. This does not appear to be approved roadwords from the quality of the tarmac and work. It may be that 'someone' with excess tarmac has carefully disposed of it by pretending to fill in potholes from Hollycombe House down the hill. I wonder who could have done it, and if there is any connection with the works at Hollycombe House (hopefully not!).
