Damaged grass verges at entrance to Churchill Avenue

Churchill Avenue is a cul-de-sac, is extremely narrow and has grass verges and trees along the first 50 metres, which does not lend itself to be suitable for public parking. Vehicles are often parked so badly on occasions that residents and delivery drivers struggle to gain access to the avenue. Restricted parking only covers the first 15m on either side of entrance to the avenue. The residents of the Avenue take great pride in the appearance of the avenue, they maintain their houses and gardens to a high standard, and it is concerning that the entrance to the avenue has now become very untidy due to damage grass verges, damaged road sign and cars parked on the verges/road. I have attached several photos showing a car that regularly parks on the grass verge, which has caused significant unsightly damage to the grass. The car shown has been parking regularly on the verge for the past 2 months, but the general problem of cars parking on the verges and causing damage has been an ongoing issue for at least the past 10-15 years – and it’s getting worse.

Received an email from James Holt Principal Engineer (Hart & Rushmoor) For Highway Manager (Hart, Rushmoor & Basingstoke) Hampshire Highways North
"I can confirm that my technician has now inspected the site and although noted damage to the verge has reported that it does not constitute a safety defect at this time".
I assume we will now have to wait for the car that regularly parks on the grass verge to cause sufficient damage and make it unsafe before any action will be taken. I would have thought it would be more logical to stop the car parking on the verge.
