Parking issues in layby on Bicester Rd, Gosford

I live at 127 Bicester Road Gosford, OX5 2PX, which has no off street parking with the property. I therefore, together with 4 other residents in the road park in the layby on the side of the road about 4 doors along form the Harvester Kings Arms PH. I would like some advice on a couple of items: - since the resurfacing of the main Bicester road with Tar and Chippings toward the end of last year the layby floods when it rains as the layby was not treated and is now lower than the drains and the main carriageway, therefore those parking have to walk through up to an inch of water to get to their car. - During the working day a number of people park in the layby and take a bike out of their boot to cycle into Oxford or catch a bus (free park and ride). It is often the case if I come home from work on time that I am unable to park in the layby and therefore have to park my car partially on the footway outside my house until space becomes available. This is more of an issue on a Friday when I finish earlier in the day, but cannot park at home until the evening. This has become more of an issue since parking restrictions were invoked locally in Kidlington. The layby is also used as overflow parking for the houses in Bramble close opposite.
Could you advise if there is anything can be done concerning either of the issues above and who I should write to if there is a better route to contact.

Unfortunately the location indicated on the map is incorrect but the problem isn't. A similar situation exists for the same reasons between Cleveland Close and the junction of Cromwell Way / Bicester Road, literally halving the width of the road to the detriment of anyone wishing to turn into Cromwell way from the Bicester Road or residents of Cromwell Way trying to access the Bicester road.

The County council is not considering any further parking controls or restrictions in the area unless there is funding that has been made available following any new development. Any issues affecting the safe passage of pedestrian or vehicular traffic such as obstruction of the footway or carriageway should be made direct to Thames Valley Police. OCC_pre
