Restaurant building out onto public pavement

Masala Library is building a large wooden structure on the public pavement outside their shop. There has been no public notice, and it takes up a lot of pavement in a very constricted area.

I've just returned from visiting family to find this new structure, and noticed it protrudes out to block access to the house at number 13, as well as blocking the pavements
