Broken fences and no hand rails

The fences that are down the pathway are completely ruined. Its unsafe and very dangerous. My neighbour fell down twice in the space of one day going up and down this pathway she hurt her back and cut her wrist open. she had nothing to hold on too and slipped on the pathway. Ive reported it mutiltple times and something needs to be done. It needs fixing with a metal pole not wood because of the splinters.
