Over grown grass blocking cycle path

I cycle from Witney to Oxford and back most days and both the cycle paths along the A40 from Witney to Oxford are nearly unusable because the grass and weeds are so tall and overgrown - two bikes can't pass each other safely. My legs and eyes are hammered every day due to the excessive grass pollen right now. Do you want to actively put people off from commuting on cycles? We are the worst county in the worst country in the world at cutting grass verges - all under the banner 'No Mow May/save the bugs' where is the evidence this has any impact? It is purely done to save money - please say if I am wrong?

Thank you for your enquiry. Oxfordshire County Council, as the Highway Authority, is ultimately responsible for the maintenance of grass verges alongside the carriageway network throughout Oxfordshire (excluding motorways and trunk roads). Under our new approach, all roadside verges in both rural and urban areas are cut once a year. If necessary, we will trim areas that impede driver visibility more regularly.
