Tree roots growing branches and leaves overhanging road

Sent to Bromley Council less than a minute later. FixMyStreet ref: 7711997.
I have recently requested these trees to be cut back as they are damaging cars and affecting pedestrians. The leaves have been trimmed back but the existing branches from the roots have not been sorted. This issue will keep coming back during the summer every few weeks. Why can the council not takes the branches right back to the roots to stop this issue from reoccurring?

This tree has been inspected and is not considered to require remedial works at this time. Bromley will only undertake works to a tree for an identified health & safety or highway obstruction issue. The situation will be reviewed cyclically and any required action will be addressed within a future works programme.

Thank you for your enquiry. The Lime tree's have just had basal growth removal so that they do not pose an obstruction. When we raise works we take into consideration the morphology of the species and how the tree will adapt to react to pruning. The tree's have been cut back to previous pruning cuts which what is left is an accumulation of many years of basal removal for the tree. To attempt to remove this growth further would be detrimental to health of the tree. If the tree's regrowth poses an obstruction later in the summer please raise a new enquiry and we will look at the issue again.
