Bamboo shoots breaking through tarmac pavement outside property

About a week ago (prior to 14/06) I noticed that a bulge (see pictures) had appeared in the pavement outside my property at 55 Nightingale Lane, BR1 2SA. On 13/06 I saw that bamboo shoots from a neighbouring property are the cause of the defect as there are 3 shoots pushing up through the pavement. Please could you take action to repair the pavement and (ideally) remove the bamboo as I am concerned that it will have spread further and start causing damage to my own property as well as council land. Thank you!
