Cars are constantly parking on double yellow lines

My wife & I live in the new Calthorpe House (OX16 5BF) building on Calthorpe Street and have lived in Banbury for nearly 12 years, and in Oxfordshire all our lives. Please can something be done to enforce the double yellow lines in Calthorpe Street? Cars are parking from the corner of Anker Estate Agents all the way up to the corner of the Iceland Store (OX16 5EX) where it meets the council car park. At times this is making Calthorpe Street in effect into a single road, and when a bus stops at the Calthorpe Street bus stop the road is completely blocked while the bus picks up passengers. If there were an emergency, an ambulance, police or fire engine could not have access along the road, and there are numerous buses all day as the bus stop is one of the principle stops for buses to Easington, Oxford, and Chipping Norton etc. This is madness. The principle offenders are taxis, and shoppers going into the Iceland store, and there are two car parks along the street which they could use.
Please can the double yellow lines which are in place be enforced?
