Previously reportyed problem of broken gulley not inspected but marked as completed

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7695568.
The gulley was broken by a drain cleaner and vents directly from the sewer, the same as it has on the last complaint, which has not been examined at all. Nobody has visited the site and so there is still tape on it where it may have been sealed off, so why is it marked as completed? The foul smell is outside the only opening windows of the ground floor flat of 149 Mina Rd. This has been present for at least 5 years.
